This project, focused on the Interchange section running from Haberfield to St Peters, was a large-scale infrastructure development aimed at connecting two major sections of Sydney’s road network. The project involved the installation of a number of key backend services across a 7.5 km stretch, including electrical conduits for low and high voltage systems, telecommunications infrastructure for traffic and emergency control, stormwater management and comprehensive fire and deluge systems. The scope also included extensive commissioning works for mechanical and electrical packages.

Accelerated Programme with Virtus In-house Skilled Workforce
With multiple contractors on-site pushing for a challenging project deadline, Virtus was able to use our in-house workforce to the client to ensure that the pressure testing allowed the other infrastructure packages to continue without disruption. To do this, we developed a schedule of split shifts to accommodate for the otherwork fronts. This included developing a project specific pressure testing procedure which ensured compliance with PIPA guidelines for documenting procedures and checklist.
Supplying skilled workforce during personnel shortages

During the pandemic the project was having challenges supplying self-performed scope of skilled workforce to meet the deadline. Virtus utilised our established labour division of qualified electricians, drilllers, boilermakers and trade assistants to assist with the labour gap. This was due to our proactive approach to achieving compliance, resourcing and safety records. By engaging our highly experienced workforce, we were able to compress crew sizes which allowed us to complete this contract with less man hours.

Rozelle Interchange

The Rozelle Interchange is a critical part of WestConnex, linking the 7.5 km M4 East and 9 km M8 tunnels to the Anzac Bridge and future Western Harbour Tunnel. Spanning over 20 km of new road connections, the project is one of Sydney’s most complex underground transport networks. Virtus Infrastructure was engaged throughout the construction phase, delivering M&E fit-out, defect management, and project close-out across multiple tunnel sections. Additionally, we implemented a full-system QA processes specifically for this project.

Ensuring drainage Integrity through proactive QA

The project lacked a structured flushing and verification process for drainage systems. Virtus was aware that if flushing was eventually attempted after shotcreting, it led to water ingress issues, compromising tunnel integrity and requiring corrective measures. This was further complicated as flushing was required during the construction period of some sections to meet the maintenance frequency requirements before handover. To address this, Virtus developed and implemented a comprehensive QA system, similar to a test-and-tag process, ensuring that each strip drain was inspected, logged, and marked at every stage. This approach provided clear documentation for engineers

and maintenance teams, allowing for better defect tracking and long-term infrastructure reliability, preventing future drainage failures

Western Harbour Tunnel – South

The Western Harbour Tunnel (WHT) South project involved constructing a 6.5 km twin tunnel with three lanes each way, providing a new harbour crossing that bypasses the Sydney CBD. We were engaged to deliver mechanical and civil construction works within the WHT South, supporting the John Holland CPB Contractors Joint Venture, during Stage 1 tunnelling works from Rozelle to Birchgrove. Our scope involved the installation of critical services infrastructure within the tunnel, including service trench installations, mechanical fit-outs, and material supply, ensuring the tunnel was ready for handover to Acciona for the next phase.

Managing installation without finalised IFC drawings
When Virtus was onboarded onto this project, there were no finalised Issued for Construction (IFC) drawings were available. Since John Holland CPB (JHCPB) was responsible only for excavation, key installation details such as clearances, tolerances, and positioning for service trenches had to be determined without standardised references. However, drawings were Acciona’s responsibility to finalise, though they lacked site possession. Virtus worked closely with JHCPB and Acciona engineers providing site information, and buildablity suggestions that leveraged on past project experience. Using this information combined with photographic records and technical expertise, we established clearances and tolerances that aligned with the next contractors project specifications.
Navigating a multi-stakeholder handover process
Virtus was engaged by JHCPB for installation works, but Acciona was the final client approving the works, meaning we had to satisfy both contractors’ expectations. This created challenges in aligning compliance, installation sequencing, and approvals, as Acciona had no site possession during our works but would inherit all completed infrastructure. To mitigate risks, Virtus acted as the technical link between JHCPB and Acciona, ensuring our installations met both contractors’ requirements and adhered to Acciona’s long-term project specifications. We successfully facilitated approvals, clearances, and documentation to ensure our work was fully compliant before the handover.

Systems Connect

The Linewide Tunnel Ventilation, Fire & Drainage Systems project was a key part of the Sydney Metro City & Southwest expansion, connecting Chatswood to Marrickville via a dedicated metro tunnel. Virtus Infrastructure was engaged to assist with the installation, pre-commissioning, and finalisation of critical systems across multiple sites, including tunnel ventilation, fire suppression, and drainage.

Managing compliance across multiple contractors

With up to 15km of twin tunnel, each station site was managed by a different contractor. Virtus navigated multiple safety standards, SWMS approvals, and compliance processes requiring approval from both Systems Connect and the individual station contractor, leading to challenges with approval timelines and document control. To keep the project moving, Virtus assigned experienced personnel to manage SWMS approvals, standardise documentation, and coordinate submissions through TeamBinder. By ensuring compliance requirements were met upfront and proactively managing approvals, we reduced bottlenecks, streamlined workflows, and maintained continuous site progress across all locations.

Sydney Metro West

The project involves the construction of 24 km of twin tunnels and new metro stations between Greater Parramatta and the Sydney CBD. Virtus Infrastructure was engaged across multiple tunnelling packages, providing skilled workforce solutions, mechanical installations, and defect management services. Our scope covered key works within the Western Tunnelling Package (WTP), Central Tunnelling Package (CTP), and Eastern Tunnelling Package (ETP).`

Skilled workforce coordination across multiple tunnelling packages

With three separate tunnelling packages delivered by different joint ventures, maintaining a consistent, highly skilled workforce was a significant challenge. Before Virtus joined, the project was experiencing delays due to labour shortages and skill gaps, particularly in high-risk tunnelling and mechanical installation work. Virtus Infrastructure provided a fully resourced, highly trained workforce, ensuring the right mix of fitters, boilermakers, electricians, riggers, and trade assistants. By managing workforce deployment in alignment with site-specific requirements, we helped to stabilise labour supply, improve project continuity, and reduce downtime, ensuring tunnelling and station excavation works progressed without disruption.
